Dream- Conceive- Believe- Achieve It can be no other way. The foundation was established for the explicit purpose of empowering those from all walks of life who are authentically talented creative. Individuals which can contribute to their community and society as a whole but lack direction and action steps which transform ambition into execution. The foundation was established in 2010 by the organizations founder and directer Esalyn Evans. Ms. Evans , after personally observing the challenges presented by her own efforts to pursue her own dreams, gain entry into the entertainment industry, she had an epiphany. She recognized that no matter an individuals level of talent and ability, without clarified direction and instruction, one can easily face insurmountable entry barriers to whatever field, industry or career.

The P3 Community services model
Low income and Homelessness has deep and costly repercussions. Homelessness affects not only the individual experiencing that crisis, but also increases community costs and negatively impacts the quality of life for community residents, businesses, and visitors. The Program’s design involves a commitment to proving a community based organizations to meet people where they’re at. In-order to truly understand their struggle, the foundation is working towards solution based initiatives to move beyond a facade of caring and proactively engaging with those who are economically challenged to bring about the form of change that is palpable and effective.
Presently, there is a plethora of organizations geared towards helping those in immediate need. We are grateful for each of the individuals involved with the heart to help any individual in need, even if the program and its processes involve only emergency aid. To achieve different results, the community must utilize different tactics. In order to ensure that all members of low income and single parent households have an opportunity to become productive members of society We must take a fresh approach to the individual obstacles, (Even those self imposed), which our families are involuntarily subjected to through our own indecision, mistaken belief, lack of education, guidance , structure and belief in ourselves. The complete scope and magnitude and importance of the problems one might face are wholly unique to the individual and ones circumstances. Problems individuals and complete families face on a day to day basis must be addressed upon a case by case basis. Essentially because my struggle is not yours and the process must be individually tailored to ensure progress is cognizable, versus advancement being solely qualified by ones participation with a wide assortment of programs offered by both public and private avenues. With the realization that the problem is systemic. and beyond the ability of any form of organization to resolve alone. P3 is committed to collaborating with all community service organizations and community outreach program with a focus on on personal empowerment through action.
For example, the mere fact that you or I are present within in a restaurant doesn't assure that either of us are eating. In- order to assist in the communities efforts regarding personal development and financial solvency, it is necessary for program facilitators to take a hands on approach, fully aware that our program participants come from diverse backgrounds, whether social- economic or cultural. Keeping this in mind, we pride ourselves on conveying to our clients one of the core tenants of our organizational philosophy. Historically and statistically, individuals from lower socioeconomic backgrounds face substantial barriers . Primarily due to the lack of education and or the ability to translate actionable items from the various sources of available information. From this perspective, even some of the most driven individuals can fall victim to a cycle of poverty. A successful future of any sort is not a given . Yet It can be cultivated and is attained through working collaborative empowerment.
Typically , national home ownership has historically been utilized as a fundamental component of the establishment of wealth in our country, no matter ones ethnic background, social status, educational level or extemporaneous ambition or lack thereof. Owning property positions the buyer to take part in and economic advancement scheme which opens additional avenues of opportunity. It is our mission to make this dream into a reality for the economically disadvantaged within the community. This is not to suggest that the founders meticulously organized programs merely for the benefit of individuals lacking the disciplined, diligence and evidence based ambition quantified through the consistent illustration of working toward such a goal. Although, P3 programs are not implemented to only help those who can help their self, but rather embracing members where they are and developing in them the practices that through their own hard-work, will manifest into the form of preparation that prevents poor performance involving ones own financial affairs leading to home and or business ownership, which in no uncertain terms, translates into the first step to financial and familial success.

Cost: We recognize what we don’t invest now in stabilizing homeless families and children will be spent many times over on providing services for them down the road. Data from 65 U.S. cities have shown that the cost of keeping homeless people on the street is between $35,000 and $150,000 per person, per year (depending on the severity of the case
Budget: Leverage is tool and goal. The Going Home Homeless Reduction pilot program affords the opportunity for volunteers to lend a hand. Through donated time of homeless citizens, coalition members, community members and professional construction workers, the overhead and labor costs have been eliminated.
Optimize all donations to Going Home by using funds solely for direct costs for the construction materials. In addition, community support via donated furniture, supplies and materials has reduced the estimated contractual budget of $170,000 to $65,000
Going Home will invest in reducing rather than managing homelessness. It will become a sustainable solution.
Clearwater will see measurable significant reductions in homelessness when the homeless are connected to housing assistance and services to help them achieve and maintain stable housing.
The pilot program’s design has 3 components:

Leverage preexisting relationships with the homeless and coalition organizations to facilitate the intake process.

Rehab Tieman Village and provide housing and/or help reconnect the homeless with family and other caregivers, and
-
Sustain services to program tenants to address income stability and inner security; such as transportation, employment training, medical care and mentoring through a network of volunteers from the coalition organizations. Helping people move into housing is not enough – providing ongoing support services and assistance helps tenants remain stably housed.
Community Service Foundation Tenant Relations
The Community Service Foundation staff dedicate their joyful service to enrich the lives of tenants. Specific support includes providing financial guidance through counseling about credit repair and budgeting — with funding available, we provide financial support for bills and emergencies such as car repairs.
We also support their wellness through finding health resources, child care, and school aide and grants. And, in an effort to connect with tenants we publish and distribute a monthly newsletter to reinforce our code of conduct policies and support programs.
The Lease Agreement between the Community Service Foundation Inc. and the Tenants shall apply code of conduct provisions as follows:
Description: Crime / Drug-Free Housing
Resident, members of the resident’s household, resident’s guests, and all other persons affiliated with the resident: Shall not engage in any illegal or criminal activity on or about the premises. The phrase, “illegal or criminal activity” shall include, but is not limited to, the following:

Engaging in any act intended to facilitate any type of criminal activity.

Permitting the premises to be used for or facilitating any type of criminal activity or drug related activity, regardless of whether the individual engaging in such activity is a member of the household, or a guest.

The unlawful manufacturing, selling, using, storing, keeping, purchasing or giving of an illegal or controlled substance or paraphernalia as defined in city, county, state or federal laws, including but not limited to the State of Florida and/or the Federal Controlled Substances Act.

Violation of any federal drug laws governing the use, possession, sale, manufacturing and distribution of marijuana, regardless of state or local laws.

Engaging in, or allowing, any behavior that is associated with drug activity, including but not limited to having excessive vehicle or foot traffic associated with his or her unit.

Any breach of the Lease Contract that otherwise jeopardizes the health, safety, and welfare of the Owner, Owner’s agents, or other residents, or involving imminent, actual or substantial property damage.

Engaging in or committing any act that would be a violation of the Owner’s screening criteria for criminal conduct or which would have provided Owner with a basis for denying resident’s application due to criminal conduct.

Engaging in any activity that constitutes waste, nuisance, or unlawful use.

P3 more than H.O.P.E Foundation is a 501C3 nonprofit organization whose mission is to enhance the lives of residents living in managed communities by providing structured services, activities and programs for low income and disabled residents of the community.
Vision Statement
P3 envisions a world where our property based programs enhance the lives of residents and prepare them for assimilation into career class citizenship with a fresh grasp on life a life worth living based on having something, " One's Own Home", to work for and solidify a legacy for their children.
Our experience has taught us that residents who are engaged in programs in their communities greatly assist in helping to reduce the operating cost of maintaining these unit and crime rates within their subdivisions, while simultaneously maintaining and in conservative projects may add to the area property value, individual prosperity and annual property appreciation ratios. Our educational, cultural and recreational programs help instill in residents a sense of pride in their communities and ability to organize and execute community service program activities which in turn helps build and maintain a more civic-minded and responsible community and as a result, we have positively impacted the lives of
residents who live in any one the organizations planned managed communities.

FHA PROGRAMS
Elderly Housing for Intergenerational Families
Program Description
In December 2008 Congress provided funding for intergenerational housing; HUD awarded a total of almost $4 million to two demonstration projects: Roseland Village Intergenerational Apartments in Chicago and Fiddler’s Annex in Tennessee. That funding originated from the LEGACY Act of 2003. Under this program, HUD made funding available to nonprofit organizations to build intergenerational housing in conjunction with the Section 202 Capital Advance program. The program provided funding through a capital advance, to construct, acquire, or rehabilitate multifamily properties that serve very-low-income individuals 62 years of age or older, and intergenerational units to serve Elderly caregivers raising children. In addition to the capital advance, properties received a renewable Project Rental Assistance Contract (PRAC) which covers reasonable and necessary operating expenses beyond the tenant’s portion of the rent.
Intergenerational Dwelling Unit
Per definitions in the 2003 Legacy Act, an intergenerational dwelling unit is a qualified dwelling unit that is reserved for occupancy only by an intergenerational family:

Head of household and 62 years of age or older AND
-
Raising a child AND either a grandparent OR relative of that child
The child must be 18 years old or younger, OR an individual who is 19 years of age or younger who is also attending school full or part-time.

Information for 202 NOFO Applicants
In the Consolidated Appropriations Acts of 2021 and 2022, Congress appropriated funds to support the increase supply of intergenerational housing for elderly caregivers raising children as part of the Section 202 Supportive Housing for the Elderly Program.
Under the 2022 Notice of Funding Opportunity (NOFO) for the Section 202 program, HUD is making available up to $15 million as a set-aside for the development of affordable intergenerational dwelling units. Intergenerational Housing units under this NOFO are not limited to efficiency or one-bedroom units and Capital Advance funds can be used to finance the cost of units with two or more bedrooms.
